Careers of government
McLellan began his professional career as an administrative assistant to Michigan Governor William Milliken and as acting director of the Michigan Office of Drug Abuse. President Gerald Ford appointed him an advisor to the Food and Drugs Commissioner as a member of the National Advisory Committee on Food and Drug Administration of the US Department of Health, Education and Welfare. In 1990, he served as Director of the Transition for later Michigan Governor-elect John Engler. In 2007, he was elected by the Secretary of Defense to participate in the United States Pacific Command tour as part of the Joint Civil Orientation Conference ("JCOC"). In 2010, McLellan served as Chief of the Transition Team for Michigan's newly elected Attorney General Bill Schuette.

Education policy
McLellan has been active in public education and school choice. He has served as a legal advisor to TEACHING Michigan, a school-select organization, and in that capacity helps in drafting Michigan charter school laws. He assists in applying the law and successfully defends his constitutionality in front of the Michigan Supreme Court. She is co-author of the study "Universal Education Tax Credit: A Proposal for Advancing Choice of Parents in Education," published by Mackinac Public Policy Center. McLellan has been a supporter of allowing parents to choose the type of education their child receives. She helped arrange the First Child Ya! the proposal of the ballot. This proposal will allow school vouchers for students residing in the "failed" school district.
In 2011 and 2012, McLellan serves as a volunteer education advisor to Michigan Governor Rick Snyder and is involved in drafting legislation to carry out educational reforms proposed by the Governor. He was asked to rewrite the Michigan School Help Act in 1979 and submit a new form of school amendment to the School Code, 300 pages of school finance bill design, and secret reports to the Governor. Both legislative proposals are highly controversial among the interests of traditional schools. During the process, McLellan was involved in an online debate with John Austin, president of the State Education Council.
McLellan has also been actively encouraging the use of technology in public education. He previously served on the board of the Michigan Information Technology Network (MITN). In 2012, he encouraged the establishment and governing of financing for the Education Reform Advisory Team designed as "a volunteer challenge for designing an entirely new public education experience that incorporates the most advanced technological tools to learn to apply, in public education spaces, concepts that are being implemented throughout community - using technology to reduce unit costs and improve quality and performance at the same time. "President of the Board of Education President John Austin, however, denounced the effort, calling it:" an ideological and political agenda to create a nonprofit market for schools and to reduce and replacing the existing public education system. " MEA and other educational groups oppose the idea, calling it a secret "skunk works" project. Furthermore, Governor Snyder, the governor asked famous inspector Mike Flanagan to take over the project, and focus on using technology to make schools cheaper and more efficient. This new effort is called the Education Technology Working Group.
McLellan served as a member of the Board of Trustees of the Michigan Council on Economic Education.
While serving as an administrative assistant to Michigan Governor William G. Milliken, he directed the collection of signatures for the educational reform ballot proposal and later represented the Michigan Educational Association (MEA) in drafting other educational funding amendments.
Higher education
McLellan is an Extraordinary Assistant Professor at Michigan State University's College of Communication Arts and Sciences. He previously served as professor of international studies at MSU. He is a member of the advisory board for James H. and Mary B. Quello of Telecommunications and Law Management Center, a research facility at Michigan State University. He is a member of the board of Imagine Fund (IFund), a scholarship organization, is to ensure access and expand equal opportunities for higher education for students based on race, color, gender, ethnicity, national origin, and/or other cultural characteristics.
At the request of Michigan Governor John Engler, McLellan helped found and served as President of the Japan Michigan Foundation, established to provide personal support for the University of Japan for Michigan (JCMU), a program established in Japan by 15 Michigan public universities.
He also works at the University Investment Commission, and the Michigan Information Technology Network (MITN).
McLellan is a spokeswoman for University of Michigan State Law college for Spring 2010 graduation class.

Campaign selection and financing
In 1990, McLellan was appointed by President George H. W. Bush as Presidential Observer for the elections in the Bulgarian People's Republic. This is the country's first free election after 45 years of communist rule. Again, in 1996, he acted as an observer for the Bulgarian National election. In February 1999, he also served as an observer for Nigerian National elections with the Delegation of the Institute of the International Republics led by retired General Colin Powell. McLellan has been active in Republican politics for many years, starting as MSU Romney Volunteer's chairman in 1962. In addition, his legal practice has included broad representations of political candidates, political action committees, voice questioning campaigns, SuperPACS, and 501 (c) (4) organization. In 2008, he served in the National Steering Committee of Lawyers for McCain and served as Michigan Chief of Lawyers for Bush-Cheney in 2000 and 2004. In 2010 he served as Main Negotiator for the Michigan Republican Debate Commission. In 2012, McLellan served as a polling committee officer against Proposal 2, a proposal of collective bargaining sponsored by a union rejected by the electorate.
Professional experience and leadership
McLellan began practicing law at Joseph C. Cox's office in Fowlerville, Michigan, and served briefly as an assistant attorney in Livingston County, Michigan. In 1973, after four years working at Michigan Governor's staff, McLellan started personal law practice, McLellan, Schlaybaugh and Whitbeck, in Lansing, Michigan. The company combines practice with Dykema, Gossett, Spencer, Goodnow & amp; Trigg (Dykema Gossett PLLC) in 1982. McLellan remained a partner there until he retired in 2007. While at Dykema, he is head of the Company's Corporate Policy and Practice Group and Managing Member of the Lansing Firm of the company. During this time he also served one term in the company's Executive Committee. He has served as a legislative consultant for the Justice Campaign that promotes criminal defense funds. He is a former member of the supervisory board for Michigan State University College of Law, where he serves as chairman of the Special Committee on Mastery. The Supreme Court appoints McLellan to two members as a member of the Board of Commissioners of the State Bar of State of Michigan, where he serves as chair of the Justice Initiative Committee. He was among the top 28 lawyers and judges as a member of the 2009 Joint Task Force Task Force to review the State Bar structure.
He received a special award from the University of Detroit-Mercy Law School for his assistance in removing residency requirements for practicing law. McLellan was appointed by the Governor as chair of the Qualification Review Committee for federal judges and US lawyers for the Sixth Circuit Court of Appeals, Western District and the Eastern District of Michigan. He is a member of the board of the US Justice Partnership and advisory board member of the Michigan Chapter of the Federalist Society.

McLellan has become an independent trustee for the Jackson National Life Series Trust, an open variable annuity equity fund launched and administered by Jackson National Asset Management, LLC since December 2003. He is chairman of Africa Continental Holdings, LLC, a consulting firm focused on sub -Asian Africa. He is currently the company's director at World Wide Motion Pictures Corporation. He previously served on the board of ITC Holdings (NYSE: ITC). McLellan is a participant in many public service organizations. He is a member of the board of governors for the Cranbrook Institute of Science; McLellan is a founding member of the Mackinac Center for Public Policy, a free-market think tank that operates in Michigan for over 30 years, and sits on the Board of Directors. African engagement
For more than 30 years, McLellan has been involved in supporting development in Africa. He currently serves as chair of the African Infrastructure Council. He is the guardian of the Rawlings Foundation founded by His Holiness, Jerry John Rawlings, former president of the Republic of Ghana and in 2007 served as adviser to the Somali Transitional Government. He participated in a trade mission to Africa led by US Secretary of Commerce, Ron Brown. In 2001, McLellan was appointed as a leader on the African Business Advisory Board established by US Congressman J.C. Watts Jr. where he helped organize and participate in business delegations to West Africa. McLellan participated in the development and construction of a 330 MW combined cycle power plant in Takoradi, in Ghana, to maximize industry growth with an expansion option to a 660 MW plant on behalf of key US utilities. Also in 2001, he was honored for many years working with Igbo people in Africa by being named a head with the title Obinwanne of Ogbunike, by H.R.H. John Umenyiora, Igwe of Ogbunike.

Leading Court Case
TOMAC v. State of Michigan (TOMAC I), 471 Mich. 306, 685 N.W.2d 221 (2004), cert. denied, ____ U.S. ____ (February 22, 2005), in Michigan Supreme Court upholding legislative authority to enter into compilation game with Indian tribes.
Michigan Taxpayers Against Casinos v. State of Michigan (TOMAC II), 478 Mich. 99; 732 N.W.2d 487 (2007), enforcing the validity of the amendment provisions of the Michigan tribal gaming compilation. Both cases are seminal cases that uphold Indian sovereignty and legislative power to engage in government-to-government negotiations with federally recognized tribes.

Austin v. Michigan Chamber/Citizens United
In Austin v. Michigan Chamber of Commerce, McLellan put forward the Michigan Campaign Finance Act, which prohibits companies from using treasury bills to support or oppose candidates in the election, violating the First and Fourteenth Amendments. Courts uphold restrictions on corporate speeches based on the idea that "[c] or wealth can influence elections unfairly," and Michigan law still allows companies to make contributions from separate funds. McLellan proposed amicus curiae for Citizens United v. Federal Election Commission, 558 U.S. 50 (2010), the case in which Austin was canceled.
Legislation
Marijuana Michigan Medical Law
McLellan, along with his former company Dykema Gossett, helped write the Michigan Medical Marihuana Act (MMMA), which was approved by Michigan voters on November 4, 2008. He was quoted in City Pulse as saying "We think there is a role in the marijuana market medical emerging for entities that really focus on quality and issues related to the people most medically benefited from cannabis. "He believes that there needs to be legitimacy in the relationship between physicians and patients so that medical marijuana can be tested and prescribed with true to meet the needs of the patient.
Michigan Michigan Stem Cell Amendment
McLellan was retained by The Cure Michigan Campaign to review laws relating to Stem Cell's regulation in Michigan and assist in drafting proposed constitutional amendments to guarantee the study of embryo stem cell (Michigan's Stem Cell Legislation). The amendment was endorsed by Michigan voters in November, 4 2008. He believes that this proposal provides enough regulation to make it enforceable by state and local authorities.
Charter School and Voucher Proposals
McLellan has been involved in putting together three important school proposals: Michigan charter school law, universal tax credit tax proposal from Mackinac Center, and First Children's Yes! coupon proposal. The Michigan Supreme Court upholds the public charter school law, but none of the proposals for providing public funds to private schools has been successful.
