IMO International Maritime Law Institute ( IMLI ) was established in 1988 under the auspices of the International Maritime Organization, a specialized agency of the United Nations. Its mission is specialist training in maritime law. The Institute is currently headquartered in Malta, on the campus of the University of Malta.

IMLI was established in 1988 under an Agreement agreed between IMO and the Government of Malta. It started its first academic year in October 1989. The campus is in the University of Malta.

Program
Overview
The Institute offers an academic program designed to cover the entire spectrum of international maritime law, including international law, marine law, shipping law, marine environmental law, and draft laws. Training at the Institute concentrates on three areas:
- Development of expertise to advise and develop national maritime laws;
- Development of legislative drafting skills to ensure that States have the necessary expertise to incorporate international rules into domestic legislation; and
- Preparation of lawyers to participate in, and contribute to, consideration of international maritime forums.
Course duration is one academic year and students successfully awarded a master's degree (LLM) in International Maritime Law.
More recently, the Institute offers other Study Programs, ranging from Doctor of Philosophy in International Maritime Law to Advanced Diploma to non-lawyers who want to understand the main features of international maritime law.

IMLI offers three programs - LL.M., Ph.D. and Advanced Diploma - and a large number of short modular programs.
MASTER OF LAWS (LL.M.) IN INTERNATIONAL MARITIME LAW
The Master of Laws (LL.M.) program in International Maritime Law is held for one academic year, beginning in September and running until May of the following year. It covers all areas of shipping law, marine law, marine environmental law, maritime security law, and legislative drafting. Participants are given specialized training in international convention and maritime regulatory techniques into domestic legislation. The program is delivered entirely in English. Since the establishment of the Institute 20 years ago, 464 lawyers from 112 countries have graduated from LL.M. Program. Graduates are instrumental in advising their Government of the need for new or revised laws and regulations in maritime affairs and their implementation. A large number of IMLI alumni hold senior positions in government and shipping companies.
DOCTOR OF PHILOSOPHY (Ph.D.) IN INTERNATIONAL MARITIME LAW
The Doctor of Philosophy (Ph.D.) program is exclusively research-based and involves writing and advocating a 100,000 word thesis in the field of international maritime law. A prestigious list of world-renowned experts in maritime law acts as a watchdog. This is an external degree that must be completed within three to five years and can be done almost entirely from abroad. Master's degrees and university education in law are considered prerequisites.
ADVANCED DIPLOMA IN INTERNATIONAL MARITIME LAW
The Advanced Diploma Program in International Maritime Law is designed to benefit professionals (including those at the most senior level) involved in maritime practices in both the private and public sectors and who, because of their careers, can not get away from their jobs for a period of more than a few weeks per year. The program is structured on a credit system. Candidates must earn sufficient credits after attending and successfully completing courses in different subject areas to enable him/her to earn an Advanced Diploma degree. The program is open to non-lawyers. Candidates are required to have a degree from a recognized University or other academic institution, or must have a comparable standard qualification, including relevant professional or practical experience, or both, recognized for this purpose by the Institute.
SHORT COURSE
Modular short courses are offered throughout the academic year on selected maritime law topics. These courses are open to non-lawyers. On request, IMLI also provides specialized training courses and seminars tailored specifically to corporate and international organizations.
Student Body
To qualify, students - who should primarily come from developing countries - must have a first law degree. At IMLI, 50% of the places in the course each year are reserved for women candidates. Candidates are generally nominated and supported by their Government, but seats are also allocated to independent candidates.
