History
Founder of company A.W. Rutan is considered a pioneer of water law in Orange County. In 1929 Rutan co-wrote an agreement to form a reservoir all year long now known as Lake Irvine. Two years later, Rutan co-wrote the first water recharge bill in California on behalf of the Orange County Farm Bureau. In 1933, he compiled the Orange County Water District Act that created the Orange County Water District. After the District was established, he became the first lawyer and the Act became a model for water laws across the state.
Rutan founded the company in 1906. He joined first with Fabius Daniel, one of the founders of the Orange County Bar Association, and later with Judge Roger Williams. In 1940 A.W. Rutan and former Utah High Court Judge James Tucker Sr. join. In 1951 the company became Rutan, Tucker, Howell & amp; Tucker, including Roger Howell and James Tucker Jr., son of a co-founder. Tucker Sr. died in 1950. In the early 1950s, business and industry lawyers, Milford Dahl, William Lindsey, and Norman Smedegaard joined the company. During the 1950s and 1960s, the company shifted from agricultural focus to urban law.
