Mitch Needelman (October 23, 1952, Miami, Florida) is a former member of the Florida Representative Council who serves as a Republican. He represented the 31st district from 2000 to 2008.

He later served as the Registrar of Brevard County, but lost his bid to be re-elected in 2012.

He was a member of the Melbourne City Zoning Adjustment Board from 1988 to 2000, and Chairman from 1996 to 1997.

Bid cheating scandals

In early 2012, BlueWare CEO Harr met the former state representative and Brevard County Clerk Mitch Needelman at this time, through Matt DuPree, a former lobbyist and business partner of Needelman. On April 6, 2012, Needelman signed a contract with RoseWare LLC, one of 10 companies in the "family company" BlueWare. On the day of signing, $ 100,000 was transferred from Brevard County to BlueWare.

On April 18, 2012, former Brevard County Clerk Republican Scott Ellis filed a public record request for any and all contracts between County Clerk and BlueWare offices.

On May 3, 2012, Needelman issued an Invitation for Negotiations (ITN) for a contract to digitize old regional records which were then stored in the gym. The ITN, reportedly written by BlueWare alone, allows only eight days to bid, which prevents other companies the time it takes to prepare. Bid selection was made only 5 days later. BlueWare, which has not previously performed such a service to the government before, made a bid of $ 8.5 million under the name of BlueGem, Inc. Despite the short term, the FNTI-experienced document imaging company has bid only $ 3.5 million. On May 23, despite a lower offer, BlueWare earned an additional $ 500,000. The contract was signed on June 29, and BlueWare received its first monthly payment of $ 90,000.

While this is underway, Needelman and Ellis are competing for a Republican nomination for County Clerk. One of the main problems in the campaign is the contract signed by Needelman with BlueWare. It will then appear that some of the money that Needelman has arranged for BlueWare to receive is transferred to his campaign. The main one was held on August 14, 2012, and Ellis beat Needelman with 60.8% of the vote.

On August 30, 2012, a former BlueWare employee filed a lawsuit against BlueWare and CEO Harr for, inter alia, an illegal termination. The lawsuit claims that the employee was dismissed in retaliation for threatening to expose Harr's "inappropriate conduct" to "certain government officials in the State of Florida." One day in the next month, DuPree is employed by BlueWare.

On October 27, 2012, County Clerk Needelman signed a loan with Hewlett Packard for $ 6.1 million, despite the fact that County Clerk is not allowed under Florida law to borrow money. On November 8, 2012, Needelman sent $ 5,690,526 to BlueWare.

On January 8, 2012, Ellis was sworn in as Brevard State Officer and continued his investigation into the Needelman and BlueWare. Needelman and DuPree were arrested on August 15, 2013. The next day, Harr surrendered to the Seminole County Sheriff's Office.

The October 2017 needlemen was found guilty of bribery, bid destruction, and official offenses.

William Dupree was found guilty and sentenced to 21 months in prison.
