Early life and education
Dominguez was born in Iquitos, Peru and grew up in the capital of Peru, Lima. When he was 14, Dominguez moved to live with his mother who had gone to the United States. She works in various jobs in local factories and she knows little English and makes it a goal to learn a new word per day.
In Los Angeles, Dominguez dropped out of high school to work with low salaries. While working at McDonald's, the customer still offers him a position at the insurance agent, answering the phone to a Spanish-speaking client. Dominguez married Javier Dominguez, a dental technician whom he met through an insurance agent. She received her GED while attending night school when she was a housewife.
Dominguez completed his bachelor's degree at Pierce College and Pepperdine University graduated in 1996. He went on to attend the University of La Verne College of Law where former Dean of the university, Robert Ackrich, hired him as a law officer. He graduated with J.D. in 2000.

Careers
Dominguez started his career focusing on family law but quickly moved to concentrate on immigration law. He volunteered for the Los Angeles County Bar Association (ILAP) Immigration Legal Assistance Project. He started working for an immigration law firm where he represented Spanish-speaking clients. In 2002 he founded the Jessica Dominguez Law Firm, which was then located in Canoga Park, California. In recent years he started using social media to educate community members about their rights under immigration law. He has been known for his use of social media in the legal field, using it as a medium that traditionally is not used by lawyers.
One of the first important cases handled by Dominguez was a Mexican woman who was sold as a sex slave when she was 16 years old. The woman witnessed the murder of a man, conducted by a neighbor. Neighbors told him to hide his weapons and he was later charged with murder. After serving a sentence of 22 years in prison, he was ordered to be deported. Dominguez organized a support team - including Marta Sahag̮'̼n de Fox and then Hilda Solis congressman - to fight for liberation and against the deportation of the woman. The case attracted international attention and the woman was quoted as saying "she is my angel," who starred in a story in La Opini, leading to Dominguez known as "el angel de la justicia" (Angel of Justice).
Dominguez represents many families who have been victimized in the Miramonte Elementary School abuse scandal of 2012. The school has a poor Latin family enrollment, some of whom are in the country without documents. Teachers at school begged no contest for various sex crimes and were sentenced to 25 years in prison. Dominguez represents the families of victims who are afraid to move forward for fear of deportation. Dominguez asked for assurances that the family would not be deported after advancing. He also represents eight families of victims in civil suits against the school district.
Early in his career, Dominguez attended an immigration workshop in Los Angeles where a broadcast journalist was looking for someone for immigration explaining immigration law in Spanish. Dominguez completed the task that led to the emergence of more television. He was eventually asked to be a presenter for his own weekly segment "ÃÆ' ngel de la Justicia" at Univision's Ã,áDespierta AmÃÆ'à © rica !, the highest morning show among Latinos in the United States. He also has regular appearances in segments in Primer Impacto. Dominguez has commented on The Huffington Post, where he is also a contributor.
