History
Studies conducted in the late 1960s revealed an urgent need for training by professional instructors using modern training facilities and standard course content. Congressional funding to plan and build the Consolidated Federal Law Enforcement Training Center (CFLETC). In 1970, CFLETC was established as the Treasury Order # 217 bureau and began training operations at a temporary facility in Washington, D.C.
The permanent location of the center was originally planned for the Washington, D.C., Area. However, a three-year development delays result in Congress asking for federal surplus installations to be surveyed to determine if a person can function as a permanent site. In May 1975, after review of existing facilities, former Naval Air Station Glynco was elected. In the summer of 1975, the recently renamed Federal Law Enforcement Training Center (FLETC) was relocated from Washington, D.C., and began training in September that year in Glynco, Georgia. Glynco is the main headquarters and campus site for FLETC and houses the organization's senior leadership.
On 1 March 2003, FLETC was officially transferred from the Ministry of Finance to the newly formed Department of Homeland Security (DHS), along with about 22 other federal agencies and bodies. This move reflects the centrality of FLETC's mission to support the unified homeland security efforts.
Parent and partner agencies
FLETC's parent agency, Department of Homeland Security, oversees its administrative and financial activities. As an inter-institutional training organization, FLETC has professionals from diverse backgrounds to serve on the faculty and staff. About one-third of the instructor staff are permanent FLETC employees. The rest are federal officers and researchers on short-term assignments from their parent organizations. Partner organizations have feedback on training issues and functional aspects of the Center. The Agency takes part in curriculum reviews and development conferences and helps develop policy and direction.
