Cyrus Roberts Vance Jr. (born June 14, 1954) is the New York County District Attorney (Manhattan), and formerly principal at law firm Morvillo, Abramowitz, Grand, Iason, Anello & Bohrer, P.C. He is the son of the late Cyrus Vance, former Minister of Foreign Affairs under President Jimmy Carter. He is known as a frank critic of encryption of mobile devices. Vance drew the controversy for disrupting the investigation of public figures accused of crimes, including Harvey Weinstein, Ivanka Trump, and Donald Trump Jr.., after which he received campaign donations from their lawyers.

Youth, family, and education

Vance grew up in New York City. He is the son of Grace Elsie (Sloane) and Cyrus Vance, Sr., who served as Army Secretary under presidents John F. Kennedy and Lyndon B. Johnson and Deputy Secretary of Defense under President Johnson, then Secretary of State for President Jimmy Carter.

Vance attended Buckley School and Groton School, and then he went on to graduate from Yale University. He later earned his Juris Doctor degree from Georgetown University Law Center in 1982. While in law school, he planned a campaign trip for Colorado Senator Gary Hart.

He moved to Seattle, Washington in 1989, and returned to New York City in 2005. He and his wife, printer and photographer Peggy McDonnell, married in 1984 and had two children, both of whom attended high school in New York City.

Legal career

After graduating from Georgetown, Vance joined the Manhattan District Attorney's office as Assistant District Attorney, where he oversaw the jury investigation and demanded cases involving murder, organized crime, career crime, political corruption, international art fraud and white-collar crime.

In 1988, Vance moved to Seattle because, according to Vance, he wanted to build a name for himself regardless of his father's influence. In 1995, Vance founded McNaul Ebel Nawrot Helgren & amp; Vance. During this time, Vance taught trial advocacy as a professor at Seattle University School of Law.

In 2004, Vance returned to New York, where he joined Morvillo, Abramowitz, Grand, Iason, Anello & amp; Bohrer, P.C. as principal.

Vance was accepted in bars in the State of New York, Washington State, and Washington, DC, and to practice before the United States Supreme Court, US District Court for the Southern District of New York and the Western and Eastern Districts of Washington, and the Second US Court and Nine Court of Appeal.

Vance is a Fellow at the American College of Trial Lawyers, and is listed at The Best Lawyers in America - Best New York Area Lawyer and New York City Superlawyers.

Public services

In addition to serving as Assistant District Attorney, Vance has been actively involved in bringing down reform policies, the integrity of beliefs and oversight of the prosecutor's office, and has contributed his time to represent the poor defendants.

Vance is a consultant expert at the Ombudsman Family and Children's Office in his investigation of prosecution of Wenatchee children, and serves as Special Assistant Attorney General who represents the state in investigation and litigation. He has served on detention commissions in two states, including New York, where he served on the Governor's Punishment Commission, which helped revamp the New York Rockefeller drug law.

Vance also serves, with the appointment of the New York Governor, as a member of the New York State Appeals Division, the First Department, the Judicial Screening Panel making recommendations on judicial prosecutions. Vance is a member of the New York City Association of Criminal Justice Council, the Federal Bar Council, and the New York Defense Attorney Council.

He is a member of the Board of Directors of the Fund for the Modern Court, the Sargent Shriver National Opposition Center on the Law of Poverty, and the Alzheimer's Drug Discovery Foundation. Cyrus Vance Sr., Vance's father died of Alzheimer's Disease in 2002.

Manhattan District Attorney Elections 2009

In 2008, Vance announced his intention to seek the DA's office only if current DA Robert Morgenthau decided to retire. On March 9, 2009, ten days after Morgenthau made his decision to retire, Vance officially announced his candidacy for the post. In an April 8, 2009 appearance at Charlie Rose, Morgenthau said of Vance, "I think Vance is by far the best.A good, fair lawyer." Morgenthau officially endorsed Vance on 25 June.

Other Democrats who supported Vance included former Mayor David Dinkins, Public Advocate Betsy Gotbaum, Gloria Steinem, Caroline Kennedy, Robert F. Kennedy, Jr., Congressman Nydia VelÃÆ'¡zquez, President of Manhattan Borough Scott Stringer, and Barry Scheck and Peter Neufeld of The Project of Innocence. The New York Times, New York Daily News, New York Post and New York Amsterdam News also support Vance.

Vance states that as Manhattan District Attorney he will develop a "Community Based Justice" program, where the prosecutor team will be harmonized with specific areas and communities so as to develop working relationships with community members, police officers, and local organizations.. According to Vance, the Community Based Justice Program will make crime reduction a key measure of performance. Vance has also proposed a plan designed to reduce the buildup of cases for a year in the New York Criminal Court where the majority of criminal cases are brought in. In addition to processing the case, Vance has expressed his commitment to establish a confidence integrity panel to carefully review false allegations of guilt and promote alternatives to detentions that do not endanger public safety.

Vance stated that he was always against the death penalty.

Vance emerged as the winner after facing a former judge and 2005 D.A. Candidate Leslie Crocker Snyder, and Richard Aborn, former Assistant District Attorney and other arms control advocate, on primary Democrats September 15, 2009. Victory ensures that Vance will be the fourth person to run the office since 1941, given the traditional absence during the Morgenthau period from a supported opponent Republicans.

On 3 November 2009, Vance won the election with 91 percent of the vote.

Manhattan District Attorney

Vance was inaugurated as Manhattan District Attorney on January 1, 2010. Within months, he established or consolidated a number of new bureaus and units in efforts to modernize the DA's Office. Vance's government established the Integrity Conviction Program, Crime Strategy Unit, Crime and Identity Theft Bureau, Forensic Science/Cold Case Unit, Hate Crime Unit, Public Integrity Unit, Special Victim Bureau, and Vehicle Crime Unit.

Important case

Vance's recent success includes the upsurge of a serial rapist up to 428 years to live in prison; punish a 23-year-old man for life in prison for homicide; charges against 26 people living in Manhattan who have graphic images of child sexual abuse; a man's sentence of at least 15 years in prison for rape in 2000; a man's sentence of up to 25 years in prison for life for the 1997 homicide and homicide killings; an indictment against another man for rape and murder in 1986; and a man's guilty plea for attacking a woman in the toilet bar at Hell's Kitchen.

Vance also won a penalty in a driving incident in October 2009 that killed 11-year-old Leandra Rosado, resulting in the creation of Leandra's Law; and the case of two men in the 2005 murder-to-hire plot. In January 2011, the District Forensic Science Department/Case Unit announced the indictment against serial killer Rodney Alcala recorded for two murders in Manhattan in the 1970s.

The newly formed Vance Economic Crime Bureau has won a penalty in prosecuting a $ 120 million dollar art scam from Salander-O'Reilly Gallery, the president of the Lawrence Salander gallery and the director of Leigh Morse, where Robert De Niro is one of the main witnesses to prosecution; a $ 100 million dollar securities fraud scheme in which Yale University is one of the victims; a $ 100 million mortgage fraud case; and Ponzi scheme $ 7 million dollars. Cyrus Vance sued programmer Sergei Aleynikov for duplicating computer code from Goldman Sachs, following a reversal of his federal convictions by the US Court of Appeals for the Second Circuit. Ironically, it caused Cyrus Vance's office to then accuse the bank itself of mortgage scams. In an undercover attempt, Vance's office organizes the show by showing off former bank employees in chains, handcuffed to each other, in front of reporters. Vance stated in an interview that the decision to show off former non-violent employees was due to "security concerns". After Vance openly charged this accusation and spent five years and reportedly $ 10 million to sue the bank for theft, the bank and its employees were found not guilty of 80 allegations.

Despite its small size, the Chinese-American-run bank is the only New York bank accused during the Great Recession, although Vance admits that Citibank, among other things, has behaved badly. The story is included in Steve James's long documentary, Abacus: Small Enough to Jail, premiering at the Toronto International Film Festival in 2016, broadcast on PBS Frontline in 2017, and nominated for an Oscar.

Motor vehicle prosecution

Transport advocates criticize Vance's office for what they see as history failing to fully prosecute motor vehicle offenses resulting in death or serious injury to pedestrians and cyclists.

In July 2010, no charges were filed when an MTA crane truck struck and killed a seven-year-old boy standing on the sidewalk. In October 2010, Vance refused to press charges in the death of Dooring Michael Ewing, arguing that, because the machine is not running and because the person who opens the door to the Ewing street has no key in possession, that person can not be sued as a driver.

In August 2013, the taxi driver jumped the sidewalk, injured several pedestrians and cut off a British tourist's foot. Despite the history of driving violations, and admitting that he deliberately hit the gas before entering the sidewalk, the driver could regain the driver's license, and after a two-month investigation, no charges were filed.

In October 2014, Vance's office applied to a driver who was accused of deliberately hitting a cyclist in his car. The deal reduces third-degree accusations, can be sentenced to up to one year in prison, to leave the scene of the accident with property damage. The driver paid a $ 250 fine.

The lack of aggravation of the prosecutor's office from Vance's office, despite the recently passed legislation of vulnerable users and Vance's own initiative has led to widespread media commentary about whether New York City cyclists can expect protection from the judicial system.

Also, during a faded white flag investigation flown over the Brooklyn Bridge in July 2014, Vance's office called up a funny Twitter account, claiming to be the bicycle industry lobby, which jokingly took responsibility for swapping flags. Dominique Strauss-Kahn case

The NYPD researchers who investigated the 2015 case believed that the sexual assault case was strong enough to be prosecuted, but Vance chose not to prosecute the case. According to The Guardian, investigators were at the time under the belief that Vance would weaken the case, given that he had previously dropped a similar case against Dominique Strauss-Kahn. Investigators of the NYPD have made a sting involving the alleged victim in which he recorded the making of Weinstein, what CNN described as a "potentially damning comment". The alleged victim was asked to Weinstein, "Why are you touching my breasts?". Weinstein said he was sorry and "I'm used to it", and "I will not do it again."

Gravity knife

Vance has demanded many possessions of gravity knives, disproportionately demanding defendant colors. The laws prohibiting them, which Vance widely interpreted and largely enacted only in Manhattan, were repealed by the state legislature but the revocation was vetoed by Governor Cuomo. Although 70,000 people were arrested below him in ten years, Vance refused to take action against more than 100 hardware stores selling knives in the city.
